The Berlin Forum for Research and Policy (BFRP) is an independent research and policy organization based in Berlin. We connect rigorous social science research with policymaking and practice to strengthen democratic resilience, responsible technology governance, and safe, inclusive organizations.
About
The Berlin Forum for Research and Policy (BFRP) works at the intersection of social science, technology, and public policy. We combines academic rigor with hands-on policy engagement.
We believe that good policy needs robust evidence and that evidence needs structured pathways into practice. BFRP conducts and contributes to national and European research projects, convenes stakeholders across government, civil society, media, and industry, and translates findings into recommendations and tools that institutions can actually adopt.
Our work focuses on how digital technologies are reshaping organizations, work, and democracy, and on how policy-making, governance, and institutional practice can respond.
What we do
Research
We design and carry out research on technology, organizations, and democracy, from qualitative fieldwork and organizational case studies to multi-country comparative projects. Current themes include technology-facilitated violence and online harms, violence in and around organizations, and the resilience of democratic institutions.
Stakeholder engagement
We design and facilitate structured dialogue among policymakers, regulators, public institutions, platforms, media, and civil society. Our formats, e.g., bilateral consultations, high-level roundtables, policy labs, are geared towards concrete outcomes: shared evidence standards, institutional commitments, and coordinated action.
Policy Translation & Uptake
We turn research findings into outputs that institutions can use: policy briefs, model language, guidelines, and training. And we go one step further: systematically tracking whether and how evidence is taken up in policies, procedures, and everyday institutional practice.
Tech Governance & Advisory
We advise public bodies and civil-society organizations on responsible technology governance, including AI and platform accountability, risk assessment, and technology auditing, aligned with European frameworks such as the Digital Services Act, the AI Act, and the GDPR.
